The World That Never Was is Organization XIII's former headquarters, before their demise. Major locations of this world include The Castle That Never Was, The Dark City, and Memory's Skyscraper. The remnants of Kingdom Hearts can also be seen here. As far as is known, no group in the Legacy universe is in specific control of this world, although it is technically within Lord Kami's domain.
